Objective of the Engagement

The Ministry of Internal Affairs engaged Indrivo to deliver specialized consultancy services to define the digital transformation strategy and develop a comprehensive Terms of Reference (ToR) for the design, development, and implementation of the Registry of Arms Information System (RAIS).

The goal was to provide a clear digital vision, actionable requirements, and a procurement-ready ToR for modernizing firearm and arms registration processes in line with EU directives and Moldova’s national legislation.

Scope of Indrivo’s Consultancy

1. Needs Assessment & Institutional Review

Stakeholder interviews with police departments, registry units, and IT staff
Business process mapping of existing manual/partial electronic workflows
Gap analysis against international standards (EU, SEESAC)

2. Functional Specifications

Defined the core functionalities of RAIS:
- Arms registration & traceability
- License lifecycle management
- Inter-agency access and secure audit logs
- Digital workflow automation
- Integration with national e-Government platforms (MPass, MSign, MNotify, MPay)

3. System Architecture Design

Proposed a modular, service-oriented architecture (SOA)
Role-based access model across user types (Police, Inspectors, Admins)

4. Terms of Reference Development

Full documentation of:
- Business & technical requirements
- Legal and operational constraints
- System interface and performance expectations
- Acceptance criteria and expected deliverables
